Brazil launches policy combat match-fixing in sports betting

To address match-fixing and ensure the integrity of competitions, Brazil has put in place a new national framework. The Inter Ministerial Ordinance No 1, dated March 25, 2026, established this policy. The Ministry of Sports, Finance, Justice and Public Security will work together on this initiative called PNPEMR.

As a result of this policy, greater oversight will be provided to Brazil’s rapidly growing betting marketplace. Licensed operators must now monitor and report suspicious betting activity to regulators in real-time.

The framework focuses on four primary areas: Regulation, Prevention, Monitoring, and Enforcement. This is intended to help align Brazil to global integrity standards and improve collaboration between the involved authorities and the implicated industries.

The Ministry of Finance will be responsible for overseeing compliance with betting regulations, and Federal Police will lead investigations into Sports Fraud, including cross-border fraud cases.

There will also be a dedicated Steering Committee to oversee the implementation of this framework by bringing together law enforcement, regulators and licensed operators.

The overall goal of this new national policy will lead to Brazil becoming a more transparent and secure sports betting environment.
