Panama’s Ministry of Economy and Finance has announced a major restructuring of the country’s Fiscal Lottery System, introducing a regional model aimed at increasing participation and strengthening tax compliance. The updated format will take effect starting with the next scheduled lottery draw.
The reform moves the lottery away from a single nationwide competition and divides it into four regional draws, allowing more balanced participation and ensuring that benefits are distributed more evenly across the country. The initiative is designed to encourage citizens to request official purchase receipts, which helps authorities improve tax transparency and compliance.
Under the new structure, Panama will be divided into the Panama City, Panama Oeste, Colón, and Darién, Chiriquí, Bocas del Toro, and Veraguas, Coclé, Herrera, and Los Santos.
The regional format ensures that areas with larger populations do not dominate the lottery, giving smaller provinces a fair opportunity to benefit.
To assist in protecting the integrity of the lottery process, the Saskatchewan Ministry of Revenue has introduced a set of additional verification procedures. As an example, 15 envelopes (not eligible for prizes) will be selected at random during the draw for tax purposes.
The intent of these measures is to provide greater oversight into fiscal and tax-related matters and to create more confidence in the tax system.
Through this updated structure, Panama aims to create a hybrid model that combines incentives, regional participation, and tax enforcement, supporting broader fiscal transparency and economic development.
