Morocco court stops ban on offshore betting in telecoms

The Casablanca Court of Appeal has suspended a decision that forced Moroccan telecommunications operators to block foreign betting sites.

A previous decision by the Commercial Court had ordered Maroc Telecom, Orange Maroc, and Inwi to reduce access to foreign sportsbooks and casinos, with a fine of 10,000 dirhams per day if they failed to comply. The decision comes in response to a legal challenge by operators affected by earlier directives to block unlicensed wagering sites.

In 2025, Morocco’s regulatory authority ordered internet service providers (ISPs) to restrict access to foreign betting websites that operate without a local licence. However, the appeal court found that the telecom regulator had exceeded its legal mandate, as existing legislation does not explicitly grant it authority to impose site-blocking measures.

On February 10, the Court of Appeals intervened and stayed the execution of the verdict. Foreign platforms remain open to Moroccan players, and daily fines have been suspended.

As a result, the ban has been suspended while the legal process exercises its powers to ensure that any future law enforcement action complies with legal requirements and withstands judicial scrutiny.
